William D. Preston, P.A.'s statewide Florida practice has been focusing on environmental law, governmental law, policy, strategic planning and counseling for over 35 years. The firm has an emphasis on licensing and permitting, water discharge and groundwater regulation, compliance and enforcement, RCRA/Superfund, solid and hazardous waste, site contamination assessment and remediation and related agency rulemaking and legislative matters.

Seasoned professional staff support (Christina Preston since the 2001 founding of William D. Preston, P.A.) provides paralegal bench strength, adept computer skills and communication levels. William D. "Bill" Preston, President

From 1976-1979, Mr. Preston was Legislative Analyst and then Staff Director of the Florida Senate Natural Resources and Conservation Committee. He helped establish and then grow and develop Hopping Green & Sams, P.A., one of Florida’s most capable boutique law firms in the field of administrative, governmental and environmental law. He practiced with HGS for over 20+ years, before opening his own firm in 2001. He has written a number of law review articles and other publications. He frequently lectures and conducts seminars on environmental law and regulatory topics of a diverse nature for various organizations including The Florida Chamber of Commerce, as well as at past symposia on Environmental Contamination in Central and Eastern Europe, in Warsaw, Poland, and Prague, Czech Republic, 1996-2000.

His background, substantive expertise, and broad history and perspective gained from time spent working in this field of expertise provide Mr. Preston with the tools to best suit the specific needs and goals of each client. The setting of a highly focused, efficient, and tightly managed small law firm, allows him to maintain personal contact with his clients and helps assure that his clients' legal work will be performed directly by the lawyer they have chosen.
